Road Construction and Capital Engineering Projects

Project Background:

This storm outfall and trail restoration project is in the community of Mount Albert, adjacent to Vivian Creek Park. There are four storm outfalls and one span of trail in need of repair. Town staff have investigated and continue to monitor the condition of the outfalls, although they require repair, the current state is stable and interim holding repairs will be completed (if necessary) until construction takes place. Similarly, the slope behind 13 and 15 Valley Mills Road was also inspected, monitored, and deemed stable.

Vivian Creek Trail Feedback

Storm Outfall Locations:

Trail Restoration Location:

• Behind 13 and 15 Valley Mills Road

The map below outlines the trail and storm outfall locations. This project has several complex
factors that are being considered as part of the repairs, including slope stability, erosion, construction access, environmental and trail impacts. With the help of preliminary input received by external construction and engineering professionals, Town staff have awarded the design contract to Aquafor Beech.

Next Steps:

• Continue to monitor the outfall locations.
• Complete interim repairs, if required until the construction can be completed.
  
• Construction funding for Outfalls 1-4 was approved as part of the 2026 Capital Budget Deliberations, the construction contract is expected to be awarded in the summer of 2026.
• Details about construction phasing and duration for Outfalls 1-4 will be confirmed once the construction contract is awarded.
• Construction funding for the Trail Restoration is expected to be requested as part of the 2027 Capital Budget Deliberations.

Public Engagement:

• A Public Information Centre (PIC) took place on Monday October 6th, 2025 from 5 to 8pm, at the Mount Albert Community Centre (53 Main Street, Mount Albert). Thank you to everyone who was able to join us.

Sharon Watermain Replacement

A detailed design is at the 100% stage and nearing completion, with watermain construction planned to commence in early 2026:

• Mount Albert Road (Charles Street to 75m east of William Street)
• Charles Street (Mount Albert Road to Jennifer Crescent)
• Howard Avenue (Mount Albert Road to Morton Avenue)
• William Street (Mount Albert Road to Morton Avenue)
• Morton Avenue (Charles Street to east end)

This project will also include a new sidewalk installed on Mount Albert Road (from Conn Dr to the Sports Complex) and drainage improvements on Morton Avenue. It is anticipated to be completed by summer 2027.

Installation of New Fire Hydrants at Strategic Locations

• Mount Albert Road (from Holland River Blvd. to 2nd Concession Rd.)

The following locations are scheduled for Spring 2026:

• Howard Avenue (Jessie Crescent to Maple Way)
• Main Street (King Street to the Mount Albert Community Centre) - This will be completed as part of the Mount Albert Revitalization project.

Construction work is anticipated to be completed by the end of 2026.

Design

The following locations have detailed designs that are planned to begin in 2026:

• Queensville Sideroad Bridge 109 (approx. 700m west of McCowan Rd.)
• Doane Road Bridge 108 (approx. 300m east of Kennedy Rd.)

Construction

York Durham Line Bridge 113 (approx. 650m south of Holborn Rd.) and York Durham Line Bridge 114 (approx. 700m north of Holborn Rd.):

• Both bridges had utility relocation construction completed in January 2025.
• The bridge replacement contract was awarded in December 2024, and construction work started in early 2025.

• Bridge construction is expected to occur throughout 2025 and 2026 with a reopening in late 2026. The refined bridge reopening date will be confirmed approximately a month before completion.
  
  

Queensville Sideroad Bridge 110 (approx. 100m east of Highway 48)

• Bridge construction is currently underway and is expected to reopen in the early summer 2026, with a refined bridge reopening date to be confirmed approximately a month before completion.
