On February 17, 2021, Council authorized the General Manager of Community Infrastructure & Environmental Services to enter into a Site Alteration Agreement with Rice Commercial Group Ltd. and Overholt Farm Ltd. On September 1, 2021 the Fill Permit was issued to Rice Commercial Group Ltd. and Overholt Farm Ltd.

The Rice Commercial Group Ltd. has provided a Fill Management Plan, that incorporates new regulations from the Ministry of the Environment Conservation and Parks, and feedback from Council and residents. The Fill Management Plan has been prepared in accordance with Fill By-law #2013-066.
