Each year, the City of Thunder Bay manages numerous construction projects to maintain and improve critical infrastructure for our community. On this page, you can find information on projects scheduled for this year.

The list below provides more information on the construction projects scheduled for the 2026 season. These projects are part of our ongoing efforts to maintain and improve local infrastructure.

Asphalt Surface Rehabilitation

The City uses a Pavement Management System (PMS) to plan, design, construct, and maintain the road network. Every five years, Engineering completes a city-wide pavement condition survey that measures surface defects, cracking, and overall ride quality. The data is analyzed through the PMS to determine which road segments should be resurfaced or reconstructed.

Arterial and collector roads are prioritized because they carry the highest traffic volumes, connect major destinations, and have the greatest impact on overall network performance. Local residential streets are generally scheduled once their pavement condition has deteriorated further.

ROAD CONSTRUCTION, STORM SEWER & WATERMAINConstruction of new road and storm sewer. Road work includes excavation, placement of new granular material, asphalt paving, new curbing, and multi-use trail (north side). As part of the work the existing watermain will be replaced.

Empire Avenue - Brown Street to 100 metres west

MISCELLANEOUS CITY FACILITY PAVING Asphalt resurfacing at City-owned parking lots, driveways, and facility entrances.

Thunder Bay Community Auditorium parking lot

ROAD IMPROVEMENTSImprovements to the road corridor with installation of new curb and gutter, and resurfacing of the street.

Innovation Drive - Golf Links Road to 300 metres west

TRAFFIC SIGNALSInstallation of new signalized intersection with traffic lights to improve road safety and traffic flow.

LANE EXPANSIONConstruction of additional traffic lane within the existing road corridor to improve traffic capacity and flow.

SIDEWALK REPLACEMENTRemoval and reconstruction of existing sidewalks to restore condition and maintain accessibility and safety.

NEW SIDEWALK & MULTI-USE TRAILConstruction of new sidewalks or multi-use trails to expand pedestrian connectivity. Locations are prioritized using the City’s pedestrian priority network, considering roadway classification and proximity to schools, transit routes, and parks.

PEDESTRIAN CROSSINGNew pedestrian crossings are installed where warranted, based on traffic volumes, operating speeds, and pedestrian activity.

New Pedestrian Crossovers:
- Franklin Street and Donald Street
- Huron Avenue (near Matthews Street)
- Victoria Avenue and Hyde Park Avenue

Mid-Block Pedestrian Signals: Pedestrian-activated traffic signals that provide controlled crossing points at mid-block locations.

Pedestrian Crossovers (PXOs): Marked crossings that include pavement markings, signage, and, in some cases, flashing yellow lights.

NEW PEDESTRIAN BRIDGESConstruction of new pedestrian bridges to enhance connectivity within the pedestrian and active transportation network, and to improve access to transit facilities and stops.

Many roadway projects are coordinated with underground infrastructure upgrades, including sanitary sewers, watermains, and storm sewers.

FULL RECONSTRUCTIONReplacement of sanitary sewers and watermains, followed by full-depth roadway reconstruction, including curbs, sidewalks, and lighting.

NEW SANITARY & ROAD EXTENSIONNew sanitary sewer and extension of watermain. As part of the work the road will be extended north of Oliver Rd approximately 100 metres.

Burwood Road - Oliver Road to north of Oliver Road

STORMWATER MANAGEMENTConstruction of new stormwater management facilities to enhance drainage and reduce localized flooding. Work is planned following the City’s Stormwater Management Plan.

Hot-in Place Asphalt

This rehabilitation technique involves heating the existing asphalt, milling the upper layer, adding rejuvenating agents and supplementary asphalt, and re-laying the material in a single continuous operation.
